Contractor Procurement

The appraisal of licensed Asbestos Removal Contractors at pre-quotation stage is critical and is undertaken to ensure a positive and forward view of the project from concept.

All aspects of a Company’s ability will be assessed and will include Insurances, health & safety, past project performance, financial status etc.

Ensuring a Contractors current ability, and integrity to successfully undertake a project ensures a smooth and compliant project programme of operations. This results in full and successful control measures and end results.

Contractors are required to demonstrate all aspects of technical and commercial competency, including: adequate policies and procedures to manage and monitor works, quality awareness and control, training arrangements, compliance with regulations and status of HSE enforcements, adequate insurance cover, past Client satisfaction etc.

Other aspects of consideration include: ability and willingness to monitor and record standards of work and instigate improvements where necessary, systems to communicate revisions, responses, and instructions to employees.

Quotation evaluations

All projects receive a minimum of three Quotations from licensed Asbestos Removal Contractors, who all base their submissions against the Project specification.

Each submission is closely evaluated for workscope cover, price, programme, methodology, and all these aspects are considered both individually and in combination.

A technical, financial and commercial review approach is made to all quotations, to ensure all aspects of the project requirements have been accounted for.

Contractor appraisals

Following the quotation evaluation stage, an appraisal, in the form of a project specific query listings is carried out to ensure that all aspects of the Project Specification have been allowed for in the quotation.

A copy from initial documentation is also required at this stage, with a full documentation check prior to a pre-award meeting.

A pre-award meeting enables any outstanding elements to be clarified prior to order confirmation.

All of this pre-award evaluation is also designed to review other issues such as: Manpower training and ability, supervision and management experience, insurance cover, capability, commitment, project documentation, workload, project/client references, integrity evaluation, current and past ability to comply with HSE requirements, standard documentation review, safety policy review, status of licence, emergency procedures, knowledge of the use and the availability of equipment for ‘wet-strip’ techniques, waste disposal arrangements, consideration of proximity and accommodation of third parties requirements and exclusion zone requirements, identification and resolving of project specific problems, full understanding of the workscope, consideration in working methods to minimise disruption and inconvenience.

Liaison with regulating authorities

Although the Asbestos Regulations are well documented, it will always be probable that unique circumstances will occur which will require specialised approaches, and discussions and liaison with the HSE and/or EHO is always recommended to ensure these situations are reviewed from various angles and directions. To this end approaches and discussions with the HSE/EHO can be extremely advantageous.

Project management

Full inspection and review of personnel, equipment, maintenance, testing, training, safety etc. records.

Daily monitoring and recording of Contractors performance and employees compliance with use of RPE, PPE etc. and all operations ensures full compliance with Project Specification requirements.

Systematic air monitoring by fully independent organisations ensures that the integrity of the working area is maintained.

Tracking of waste materials to the licensed disposal site.

Full liaison with other parties and operations on site.

Review and witnessing of smoke tests, daily inspection of enclosures, final inspections etc.

Key date monitoring and reporting

Origination of programme and daily monitoring against key dates.

Daily monitoring of progress against programme and management of programme movement.
